Here I am building a set of wing tips from a block of balsa,

these are then mounted on a set of foam wings.

 
 
Start out with a light weight block. Making sure you leave enough for your flap if the tip extends to the trailing edge of your flap or you should leave extra (as shown) approx. two inches should be plenty. 

Since you will most likely need wingtip weight pick and mark the heaviest one as your outboard tip. Keep in mind this will save you a little weight in the end.

*Note* While you can tack glue two or several pieces together first I don't suggest that, doing that can become more of a problem because of problems that can occur from sanding the dried glue.

 
Trace around the wing airfoil and cut the block into two pieces that will fit your wing.
Then spot glue the tips on and hold with tape.
once dry, carve and shape to plans or desired appearance.
 Remove tip from wings, split the shaped tips & make small marks on the inner edges so you don't mix them up. now you can carve or sand to hollow the pieces.
 
If you have achieved the desired thickness and weight now trace on a piece of wood a filler piece and test fit and add the fill in piece.
I use a piece of 1/32nd plywood, this will add some strength and help prevent your tips from getting dings or dents.
